Modernise production in Alentejo Litoral with just-transition funding

The Just Transition Fund exists to absorb the economic shock of decarbonisation. Portugal has exactly two such territories, and this call serves the one built around Sines — with technological modernisation of production processes named as an eligible investment in its own right.

Overview

What does this call fund?

It supports innovative and sustainable business investment framed by the climate and energy transition, promoting productive investment in high value-added and technologically advanced activities aligned with the regional smart specialisation strategy. The national FTJ envelope for the Portugal 2030 cycle is around €240 million, split between Alentejo Litoral — following the closure of the Sines coal plant — and Médio Tejo.

Eligible investments are initial investments: creating a new establishment, increasing installed capacity by at least 20%, diversifying production into new products, or — the line most relevant to a technology project — technological modernisation of production processes.

The territorial restriction is absolute: only investments located in NUTS III Alentejo Litoral qualify. That is a narrow gate — but the concentration of industry around Sines means the projects behind it are substantial.

Who can apply?

  • Micro, small and medium enterprises of any nature and under any legal form, with organised accounting, meeting the requirements of Article 14 of Decree-Law n.º 20-A/2023 and Articles 6 and 22 of the REITD.
  • The investment must be located exclusively in NUTS III Alentejo Litoral and fall within the scope of the Alentejo Litoral Territorial Just Transition Plan.

Criteria for eligibility

  • Demonstrated innovation — of product, process or organisation

  • Alignment with the specialisation domains defined in the call — recent editions have targeted Sustainable Bioeconomy and Sustainable Energy applied to industrial production chains

  • Guarantee that activities pose no significant environmental risk (DNSH compliance)

  • The investment must qualify as an initial investment as defined by the call

  • Organised accounting, and a regularised situation with the tax administration and social security

  • Investment located exclusively within the NUTS III Alentejo Litoral territory

Programme structure

Eligible investment types

Four routes qualify as an initial investment. The fourth is the one a digital project stands on by itself — but the digital layer of the other three is equally fundable.

New establishments

Creation of a production facility that does not exist today.

Capacity increase

An increase in installed capacity of at least 20% at an existing establishment.

Product diversification

Diversification of production into products not previously made here.

Technological modernisation

Technological modernisation of production processes — a named eligible type, so the digital layer of an industrial upgrade qualifies on its own.

Financing

Co-financing rate by enterprise size

Support is a non-repayable subvention. Base rates apply by enterprise size, with the call ceiling applied on top.

Applications & deadlines

Applications are submitted through the Balcão dos Fundos. Calls run in phases, which allows staged project entry rather than a single national deadline — but each phase has its own cut-off, and the specialisation domains targeted can change between editions.

Check the domain before the deadline

Recent editions have targeted Sustainable Bioeconomy and Sustainable Energy applied to industrial production chains; earlier ones covered Renewable Energy, Agrifood and Tourism. A project that fits the territory but not the current domain will not score — so the framing question comes first.
