What is Empresas 4.0 — Comércio Digital?
Empresas 4.0 is the Recovery and Resilience Plan (PRR) incentive system created by Portaria n.º 135-A/2022 under Component 16, financed by Regulation (EU) 2021/241. The Comércio Digital measure targets the digital transition of micro, small and medium companies in the commerce and consumer-services sectors.
The scheme runs through a network of 25 local and regional Digital Commerce Accelerators — consortia formed by business associations. The Accelerator assesses your digital maturity, defines an individual digital transition plan, and issues vouchers that you spend inside an accredited Catalogue of Digital Transition Services.
Who can apply?
- Micro, small and medium enterprises in the commerce and consumer-services sectors, of any legal form, receiving vouchers via an Accelerator — the end beneficiaries.
- Business associations and associative structures organised in consortia, operating as Digital Commerce Accelerators.
- Technology companies applying for accreditation as Catalogue service providers, through the periodic accreditation calls.
Criteria for eligibility

SME status confirmed through a valid IAPMEI Electronic PME Certification

Regularised situation with the tax administration and social security

Regularised situation regarding the exercise of activity in the territory covered by the operation typology

A digital maturity diagnosis carried out by the Accelerator — or by the owner, for single-employee microenterprises

For service providers: a security and cybersecurity self-assessment with mitigation measures, complying with national and EU legislation on security, cybersecurity and data protection for every listed package

Eligible expenses
- Acquisition of Specialised External Services from within the Digital Transition Services Catalogue, within the defined period and in the typologies selected at application stage.
- Services are acquired up to a maximum of €2,000 per company, funded at 100% (fundo perdido), subject to each Accelerator meeting its target number of supported companies within its available allocation.
- Companies may procure services above the voucher value, provided they fund the difference themselves.
Voucher value and support conditions
The voucher covers services up to €2,000 per company at 100% fundo perdido — there is no co-payment within that ceiling. Each Accelerator allocates against its own budget and target number of companies, so availability is set regionally rather than nationally.

How and when to apply
The dates that bind here are closing dates, and they are close. There is no single national opening date to wait for — Accelerators issue vouchers on a rolling basis against their own allocations, so your timing is set by your Accelerator's schedule rather than by the national notice. Ask us and we will check the current status for you.
Diagnosis with an Accelerator
Company applications are submitted through one of the 25 Digital Commerce Accelerators, which run the digital maturity assessment and issue the voucher.
Decision within 40 working days
IAPMEI issues the final decision within a maximum of 40 working days from application. Supplier accreditation is submitted via electronic form on the IAPMEI website.
Redeem and deliver
Services must be delivered by the accredited supplier before the cycle's delivery deadline, so scope has to fit the time left, not just the budget. Always confirm the in-force dates before you commit.
Positioning for the next cycle
This is the most reliably recurring instrument of the four. The call family has been republished repeatedly since 2022, and supplier accreditation runs through its own periodic notices — Aviso 13/C16-i02/2023 and Aviso 20/C16-i02/2025 among them. Accreditation is evaluated on a binary compliant / non-compliant basis rather than by comparative merit ranking, so there is no fixed number of places to compete for.
That is what makes accreditation worth doing ahead of demand rather than in response to it. A supplier already listed in the Catalogue when the next notice lands can be selected from day one; one that starts the process afterwards spends the window getting listed.
